He was a lawyer for Ramos Messina between 1971 and 1978. He teaches Civil Law; Private International Law; Commercial Law; Constitutional Law; Comparative Law and Administrative Law at the Universidad Pedro Henríquez Ureña. Since 1980 he has been a lawyer at Esquea & Valenzuela; between 1982 and 1986.
He was Legal Consultant to the Executive Branch and later Deputy in the National Congress in the periods 1986-1990 and 1994-1998.
Before the United Nations organization he served as ambassador of the Dominican Republic between 1978 and 1980. He is the founder and was secretary of the National Association of Young Entrepreneurs, ANJE. He was president of Aseguradora Dominicana Agropecuaria, S. A; Banco de Desarrollo Agropecuario, S. A; and, of the Dominican Revolutionary Party.
He stood out as a Member of the Council of the UN Institute for Women. Member of the Active Club 20/30; and representative to the Conference of Countries of New Democracies, Cotonou, Benin.
He has accumulated a great deal of experience and reputation both in the political and legal fields for his actions in national public life and his adherence to clear principles, as well as for following the path of the most pressing national interests.
Among his publications are “Mundo Jurídico”, a compendium of articles and conferences on legal issues; “The Cooperative Legal Regime in the Dominican Republic”; and the Business Law magazine.
